PM Fee Reimbursement Scheme 2018

Prime Minister’s Fee Reimbursement Scheme 2018 is phase 6 of the scheme that was approved in June 2012 by the Government and was initially designed to reimburse tuition fees and on and off mandatory charges for the students of Balochistan, FATA and Gilgit Baltistan. In 2013, it was made an integral part of Prime Minister’s Youth Program. The scope of the Prime Minister’s Fee Reimbursement Scheme has been increased since then and now 114 districts of Pakistan are eligible under the Prime Minister’s Fee Reimbursement Scheme 2018

​Financial Coverage of the Prime Minister’s Fee Reimbursement Scheme 2018:

1.     Actual Tuition Fee (of Masters , MS/MPhil and PhD programs)

2.     On and Off Mandatory charges which includes Registration Fee/Enrollment Fee, Admission fee (For new admissions only), Examination Fee, Library charges(non-refundable), Laboratory charges, Research related academic activities only.

3.     Non study related heads like transport fee, hostel fee, Sports fee, Endowment Fund, Equipment Fee, Health Fee or Any Refundable dues will not be paid.

Approved Study Duration in which Student can get financial benefit under the Prime Minister’s Fee Reimbursement Scheme 2018:

Eligibility Criteria for Prime Minister’s Fee Reimbursement Scheme 2018

  • The Students having valid domicile/local certificate of specified areas under the Scheme
  • The students who are enrolled on merit in Masters, MS/MPhil programs in the HEC identified public sector universities/affiliated government institutions, located in the geographical territory of their province/Region/Area
  • The students who are enrolled in PhD program in the HEC identified public sector universities/affiliated government institutions anywhere across Pakistan are eligible for Prime Minister’s Fee Reimbursement Scheme 2018

Ineligibility Criteria for Prime Minister’s Fee Reimbursement Scheme 2018

  • Students who are enrolled on self-finance basis or part time basis are ineligible for Prime Minister’s Fee Reimbursement Scheme 2018
  • If Study period exceeds greater than approved duration under the Scheme, then the student expenditure will not be covered under the Prime Minister’s Fee Reimbursement Scheme 2018
  • Not availing any other scholarship under Provincial Government, Foreign donor or any other HEC Program (e.g. Indigenous Program, USAID scholarship etc.)
  • Any Bachelors or four years Bachelors Program will not be considered. E.g. LLB, MBBS, B.E, BBA etc.
  • The Scheme is only valid for the HEC recognized Public sector degree awarding institutions.
  • Such Evening programs where fee structure is greater from the morning shift are excluded from the Scheme
  • Such students who have financially benefitted under the Scheme at Masters/MPHIL/MS level and applied for same level Program again in different university

How to Apply for Prime Minister’s Fee Reimbursement Scheme

  1. Students who are newly admitted in Public Sector University in Spring/Fall Session (depending upon the university’s admission cycle) are required to apply through online student web portal system i.e. http://pmfrs.hec.gov.pk/ by the given deadline of HEC
  2. Newly registered are not required to validate their records.
  3. The focal person of the university will approve/disapprove ‘Newly Registered’ students by the given deadline of HEC.
  4. HEC, office will scrutinize the data and look for any discrepancies and ineligible students.
  5. HEC will ensure payments to the students according to fee structure of the universities and approved heads of the Prime Minister’s Fee Reimbursement Scheme 2018
  6. Only approved students meeting the eligibility criteria of the Scheme will receive payment.
  7. Cheques are issued in the name of VC of respective universities/ financial aid offices. The universities are responsible for the disbursement of cheques to students.
  8. The process of disbursement is ensured through help desk portal where universities assign assets through helpdesk system.
  9. Subsequent payments are processed on receipt of satisfactory Fund utilization report from universities.Students are not allowed to directly approach HEC office for the inclusion of names under the Prime Minister’s Fee Reimbursement Scheme 2018. He/ She has to contact the focal persons of the universities incase any problem pertains to the online web portal system.

 

Important FAQ about Prime Minister’s Fee Reimbursement Scheme 2018

  • Is  this  a fully funded scholarship program  or  contains any monthly stipend/student’s allowance?

No Prime Minister’s Fee Reimbursement Scheme 2018 is not a scholarship program and does not offer any monthly stipend /student’s allowance.

  • I am a domicile holder of Fata and enrolled in Masters Program in Peshawar University. Am I eligible under the program?

Yes you are eligible, as students belonging to FATA region can study in any university of Khyberpatunkhwa.

  • I am a domicile holder of Rahim Yar Khan and enrolled in Master’s Program in Quaid-e-Azam University, Islamabad. Am I eligible under the program?

No, you are not eligible as your domicile is of South Punjab . For the eligibility under the scheme you are required to be enrolled in any university of the specified regions of South Punjab.

  • I am a domicile holder of Rahim Yar Khan and enrolled in MPhil Program in Quaid-e-Azam University, Islamabad. Am I eligible under the program?

No, you are not eligible as your domicile is of South Punjab. For the eligibility under the scheme you are required to be enrolled in any university of the specified regions of South Punjab.

  • I am a domicile holder of  Sukkur  and enrolled in PhD  Program in Quaid-e-Azam University, Islamabad. Am I eligible under the Prime Minister’s Fee Reimbursement Scheme 2018?

   Yes, you are  eligible .For the eligibility under the scheme,  PhD students can be  enrolled in any HEC recognized  public sector university of  Pakistan.

  • I am student of LLB. Are students enrolled in   LLB covered for the reimbursement under the Scheme?

No . Any bachelor Program including LLB  are not covered under the scheme.

  • I am a student of M.Ed. Are students enrolled in M.Ed covered for the reimbursement under the Scheme?

Yes. M.Ed. degree with entry requirement of B.Ed.(15-year schooling) from a chartered University/Degree Awarding Institution is recognized as equivalent to corresponding M.Ed./MA in Education involving 16-year of schooling. Such students are eligible for Prime Minister’s Fee Reimbursement Scheme 2018.

  • I am domicile holder of FATA, from where I can do Masters ?

FATA domicile holders are eligible for Masters in all public sector universities of Khyber Pakhtunkhwa only on merit basis.

  • I am domicile holder of AJK, from where I can do MS / M.Phil. ?

AJK domicile holders are eligible for MS / M.Phil.  in all public sector universities of Azad Jammu and Kashmir only on merit basis.

  • I am domicile holder of Interior Sindh, from where I can do Ph.D. ?

All Listed/eligible domicile holder are eligible for Ph.D. in all public sector universities of Pakistan.

  • I am going to take admission in university on self-finance (My Fee is higher then normal fee structure), am I eligible for Fee Reimbursement Scheme ?

Any student enrolled on fee structure different from normal/regular fee structure of their respective study program is NOT eligible for the Fee Reimbursement Scheme.

  • I am studying in evening program, am I eligible for Fee Reimbursement Scheme ?

Any student enrolled in universities on merit under normal fee structure is eligible irrespective of morning/evening program.

  • If I am eligible for the FRS ( Fee Reimbursement scheme) but my name is not mentioned in the list of recipient students, who should I contact ?

First contact your university’s Registrar office/ Focal Person. List of concern focal persons with their contact details is also given on HEC website (List of focal persons ) In case of any further query, you can write an email to HEC.
